The Ohio Incumbent Workforce Training Voucher Program is designed to provide financial assistance to train employees and improve competitiveness of Ohio’s employees. It will provide reimbursement to eligible employers for costs incurred during the course of training. On September 22nd, the Ohio Incumbent Workforce Training Voucher Program released two substantial changes to the program that may affect business eligibility in FY’ 17.
First, companies that received Voucher Program assistance in FY’ 15 who utilized 33% or less of their award amount will not be eligible for assistance in FY’ 17. This standard will also apply to future Voucher Program funding years. Second, an applicant, including its affiliated entities, may only submit one application in FY’ 17. The applicant and its affiliated entities are responsible for selecting the entity that apply and manage the program.
To be eligible for assistance, an employer must operate as a for-profit entity in a state-designated targeted industry for a continuous operation of 12 months and has facilities located in Ohio. Each eligible applicant will be eligible for up to $4,000 in assistance per each eligible employee and up to $75,000 in total per Fiscal Year. Eligible training for Corporate Headquarter will be for the corporate headquarters staff only, employees that support the operation by providing information technology, human resource, or accounting services. Training in high-demand fields, such as Advanced Manufacturing, Aerospace and Aviation, Automotive Manufacturing, Automotive Technicians and so on are eligible training. However, training for ICD-10, HR certification, seminars/workshops/webinars, and Microsoft Office courses are no longer eligible in FY’ 17.
The application for FY’ 17 will be available online beginning September 26th, 2016. All eligible businesses can start the application process on September 26th and will have 3 weeks to gather the information to complete the application. Only one user may be logged in with a username/password at a time. Should a second user log into the application with the same username/password, the first user will automatically be logged out. The online applications can be submitted beginning at 10am on October 14th, 2016 and applications are accepted on a first-come, first-served basis.
